This year’s AFSCME Convention was held August 17 – 21, 2026 in Chicago. Delegates passed 30 resolutions and elected new leadership, Patrick Moran as AFSCME International president and Nicole Pollard as International secretary-treasurer. Our Local 768 delegation: Charlton Smith, Dorcas Bethel, Francis Clarke, Ehizogie Imasuen, Cheydene McGhan, Adama Paddyfoote, Anthony Scruggs and president, Carmen De Leon. Bargaining update
We are working to settle Local 768’s Unit Contracts: https://www.local768.net/contract26. Our DC37 contract for city workers also expires in Fall 2026. We’ll negotiate this fall together with all DC37 members in the City. Let’s build our unity now to fight for a contract and city government that make sure that we serve NYC, and can afford NYC.

Build Your Leadership: Apply
Brooklyn ROOTS Training with AM Phara Souffrant Forrest:

Brooklyn ROOTS is a free community organizing training hosted by Assemblymember Phara Souffrant Forrest's AD57 office, September 12, 19, 26 & October 3 at Bedford Library at 496 Franklin Avenue.
- The training is designed to help residents of Assembly District 57 develop and build the skills important for becoming strong community leaders. We encourage all interested residents of AD57 to apply. The sessions will help all participants sharpen their skills as well as develop relationships with each other and with our office. Over the course of four sessions, we will cover topics including organizing, relationship-building, power mapping, state government 101, and the local context.

Lillian Roberts Women’s Leadership Academy:
- Embark on a 10-week journey of empowerment and growth with our comprehensive leadership training program. Gain valuable insights into gender dynamics, power relationships, and effective leadership strategies. Led by experienced professionals, LRWLA is designed to equip women with the skills and confidence to excel in leadership roles.

This program begins in March 2027, but space is limited. To register, look for the course under the “Labor Education – Winter 2027” catalog within the DC 37 Ed Fund Academy.

Local 768 Structure and Officer Roles
This year is also our elections within our local, Local 768. Nominations for officer elections will be held in October. Notice of date, time and place will be sent out to all members to your last address on file with DC37 membership records. Here are our local’s leadership roles.

1. Chair Executive Board and General Membership meetings.
2. Lead the local in Advocacy and Bargaining.
3. Appoint all standing and special committees with approval.
4. Automatic delegate to both DC37’s delegate body and AFSCME Convention.
5. Act in a fiscally responsible manner. Responsible for overseeing, with the Treasurer, the funds of the local.

Executive Vice President
|
1. Grievance Representative for Members.
2. Act as the President when President is unable to fulfill the duties of the office.
|
|
1st Vice President
|
Assist the President with research and negotiations.
|
|
2nd Vice President
|
Assist with grievances and organizing.
|
|
Recording Secretary
|
1. Keep a record of Executive Board and General Membership meeting minutes.
2. Responsible for the correspondence of the local, unless otherwise decided by the Executive Board.
|
|
Treasurer
|
1. Has oversight for the financial funds and dealings of the local, along with the President.
2. Responsible for all financial reports, monthly, yearly and any other reports required.
3. Track and keep an accurate record of all payments necessary for the local to operate.
4. Primary Signer on all checks along with the President and the Executive Vice President.

Trustees (3)
|
Responsible for the yearly audit of the local finances and reporting of the audit to the Local membership.
|
|
Executive Board Members (3)
|
1. The Executive Board members are the governing body of the local except when General Membership meetings are in session.
2. Responsible for making decisions regarding all matters concerning the local. These decisions shall be reported to the members.

Sargeant-
at-Arms
|
Take attendance and maintain order at meetings.
|
|
Delegates (7 plus the President, 8 total)
|
The President is an automatic delegate. Along with seven (7) additional members:
1. Represent the local at regular delegate meeting of DC37.
2. Vote on leadership of DC37 Executive Board, political endorsements, and any other vote put forth at a DC37 delegates meeting.
3. Report back to the members news, updates and any pertinent information from the DC37 delegates meeting.

Gender identity and pronouns
Local 768 affirms all members’ right to be treated with respect based on their gender identity. We encourage all members to identify their gender pronouns, even if they believe them to be assumed correctly. More information on common gender pronouns can be found here.
This simple practice helps avoid mis-gendering other members, which is referring to another person using the wrong gender pronouns. In addition, NYC Human Rights law prohibits discrimination based on gender identity or expression, including failure to use an individual’s correct pronouns.
