City Charter Amendments

This coming November as voters you will be asked to vote on five amendments to the City Charter.

The New York City Charter (aka the New York City Constitution) defines how the city is organized, how it functions, its powers, its institutions, and key processes of City government. It is how our city government is held accountable, and how it functions.

The City Charter Commission proposed five revisions, see the full report here.

The first proposal, Clean Streets, expands the Department of Sanitation ability to clean areas where they do not have authority currently to enforce cleaning of city owned properties.  It will give sanitation the ability to issue street vending summonses in parks, which is already done by Parks Enforcement Officers and the NYPD.

The Second proposal, Fiscal Responsibility, is probably the most important Charter Revision Proposal. The proposal seeks to change certain fiscal budget deadlines, which seem to be outdated, for the current times. The second part of the proposal is a change to how the City looks at the monetary impact of proposed laws. The changes will affect how the City Council is able to hold the Mayor and City Administration accountable.
